Creating a New Transfer MOU

  1. Cultivate a relationship with peers and colleagues at the institution with which you would like to build a new partnership, especially for transfers into UTC. 
  2. On campus at UTC, discuss the possibilities with the relevant stakeholders: 
    • Department – Include the full academic department in a conversation about the goals of the transfer program, curriculum, and student recruitment. 
    • Academic Affairs – Include the Vice Provosts for Curriculum and Academic Policy in a discussion of transfer coursework for General Education and any other degree requirements. For example, transfer students from outside the United States often must take U.S. History courses to satisfy a Tennessee state requirement. 
    • Advisors - Include departmental advisors in a conversation on potential transfers, as they will often know the roadblocks and challenges that transfer students encounter.
  3. After conversations, begin building an agreement based on the model provided. (Need template.)  Pay particular attention to the details in an addendum which specifies the following: 
    • Course equivalencies – Which courses from the partner institution will transfer as which UTC courses 
    • Graduation plan – An example plan showing how a transfer student would complete a degree after successful admission to UTC. 
  4. Department Head (or designee) should then submit the proposal through the correct workflow in Curriculog. Because there is no timeline for such agreements, they may be submitted at any time of year. 
  5. During the workflow, be prepared to respond to questions and make amendments as questions arise. 
  6. The workflow will eventually complete, provided the agreement meets the expectations of all reviewers. It will then be referred by the Registrar to Procurement and Contract Services. 
  7. Procurement and Contract Services will enter the memorandum of understanding as a contract in ESM, where it can be signed by UTC and by the partner institution. 
  8. Upon signing in ESM, Procurement and Contract Services will send an executed copy of the agreement to you, the Department Head, Registrar, and Academic Affairs. 
  9. A copy of the executed agreement will be archived online. (Need a page for this.) 
  10. You may consider a formal signing ceremony after the contract has been executed. 
  11. Periodically the agreement should be reviewed and updated/amended to accommodate changes in programs and curricula.
